Apr 10, 2010 (UPI via COMTEX) -- BEIJING, April 10 (UPI) -- China reported its first monthly trade deficit in six years, officials said Saturday.

In March, the General Administration of Customs said, Chinese exports were valued at $112.11 billion, up 24.3 percent from a year before, while imports climbed 66 percent, to $119.35 billion, resulting in a $7.24 billion trade deficit.

The trade deficit is the first since China posted a $2.26 billion deficit in April 2004, the state-run Xinhua news agency reported.

Li Jian of the Research Institute under the Ministry of Commerce said China's trade surplus had been falling since 2010 began.

"The deficit in March was just an extension of this trend," Li said.

He said China did not intentionally pursue a trade surplus and that the country encourages imports and hopes to achieve a trade balance.

In a report, the GAC attributed the March deficit to declining exports of labor-intensive products, soaring imports and rising commodity prices.

The report said the deficit was small and China had maintained a "basic balance" between imports and exports.

WASHINGTON, April 10 (UPI) -- About 100 sudden-acceleration lawsuits against Toyota Motor Corp. will be heard by a U.S. district court judge in California, a federal panel has decided.

The U.S. Judicial Panel on Multidistrict Litigation ruled U.S. District Judge James V. Selna would hear the cases, filed throughout the country, in his Santa Ana courtroom.

The Wall Street Journal reports Selna's appointment marks a significant first step toward resolving the suits, which seek damages against the Japanese automaker based on a wide range of complaints from loss in resale value to deaths or serious injuries in accidents.

In the panel's order, its chairman, Judge John Heyburn II, called Selna "well-regarded and skilled."

"Judge Selna's 28 years of private law practice at the very highest levels and in some of the most complex cases leaves him well prepared for a case of this magnitude," Heyburn said.

Toyota said it was happy with the panel's ruling. The automaker has recalled more than 8 million vehicles worldwide in recent weeks.

Among dozens of federal suits, more than 80 seek class-action status, while many others have been filed in local courts, the Journal said.

Selna will decide whether to combine the federal cases into class actions and rule on evidence and experts, said Richard J. Arsenault, a Louisiana attorney who has filed suits against Toyota.

About 75 business leaders and dignitaries — including a representative of the governor's office — gathered at the park's entrance off Rancho Road on Friday morning for a breeze-buffeted ribbon-cutting ceremony.

Redding officials have staked nearly $62 million in taxpayer money so far on a bet that a "shovel ready" large-lot business park will rebuild the north state's manufacturing base and attract hundreds if not thousands of jobs paying well above Shasta County's median hourly wage of $15.04.

Mike Pohlmeyer, former mayor, repeated an earlier prediction that all 11 lots in Stillwater's first phase will sell within a year — once some pioneering firm builds a first plant.

"If a business needs to be on the West Coast, this is where they will come," said Pohlmeyer, who served on the City Council from 1999 through 2004. "Thank goodness we began this project 10 years ago so we can now offer something no one else has."

But even some of Stillwater's most ardent supporters concede the park may sit empty for a while as the economy slowly recovers.

"This was never sold as anything but a long-term project," said Jim Zauher, who promoted the park from the beginning as Shasta County Economic Development Corp. director and as Redding's former economic development director.

Zauher acknowledged critics who have called Stillwater a waste of public dollars and admitted the project is unique in California, where developers, not municipalities, build business parks.

But Redding also must compete with places like Texas, where state law dedicates a portion of sales tax to economic development, said Zauher.

The park's estimated $62 million price tag is much higher than the oft-reported $13.45 million for the first phase construction contract and contingency.

That higher total includes roughly $18 million in interest over 30 years on general fund and redevelopment agency bonds sold to finance the park (increasing property values are expected to pay off those bonds), $13.2 million Redding Electric Utility expenditures on power lines and substations, $7 million for a planned second bridge across Stillwater Creek to open the south side of the park, $5.6 million from the water and wastewater utility funds, $3.5 million in additional federal grants and $1.2 million from the general fund. The park's projected final costs at buildout are unknown.
